We value the health and well-being of our residents, staff and families. Due to the COVID-19 Virus, we are taking extra measures, including frequent sanitation of common areas in the PHA buildings and asking residents to call or email rather than visit our offices in person. The PHA is asking residents to conduct business by phone, email or the website to reduce opportunities for the virus to spread. The following actions are designed to help keep our tenants, staff, partners and communities safe. All wait list are currently closed, we are not taking applications at this time.

Founded in 1974 the Portland Housing Authority is a quasi-independent agency (this is Not a Municipal Government agency). As in the case of all housing authorities, the authority and direction are provided by the Board of Commissioners, the Members of which are appointed to overlapping five year terms by the Portland Board of Selectmen. Functioning as the Executive Director is Allen Harrison who is responsible for the daily operations of the Housing Authority.
Our agency's mission is to provide a stable foundation for opportunities, growth and development in a living environment free of discrimination. We believe that by fostering strong communities and promoting residents self- sufficiency we can help improve the lives of the families we serve.
The PHA operates housing for elderly, non elderly disabled persons and for families that meet the low-and moderate-income criteria for the federal and state programs. The authority provides these housing units through Federal public housing, State housing programs and the Housing Choice Voucher (Section 8) program whereby applicants can seek housing within private rental housing in Portland and Cromwell. We have included as much information about or programs and developments as we felt would be relevant and meaningful to the viewer. We trust your visit to this site will be helpful in your search for information to our agency.
On behalf of the Portland Housing Authority and Board of Commissioners and staff, we invite you to browse through our website. This site was created to provide helpful information to our residents, prospective applicants, landlord, Section 8 participants, and the general public.
Thank you for visiting our site.
